Well, I didn't really have any performance problems with the PC version on my fairly sub-par 'play time' PC. Might be worth nabbing both the PC and Xbox 360 demo's? The latter is now available for all you Live'd up 360 owners.

The EA studio that developed C&C3 had a smattering of ex-Westwood staff but you're right, it wasn't the whole studio. After the supremely crap graphics of Red Alert 2 I also loved Generals and it was no surprise that it was released along with Delta Force Black Hawk Down, when the Iraq war broke out, so it was militaristic and modern and a breath of fresh air. It was also good because there was only one add-on and no crazy cash-ins of the past.
I've got everything C&C related as it was released except the Yuri's revenge add-on for Red Alert 2. There's nothing wrong with making C&C for Vista and 360 which is what Tiberium Wars feels like from the demo - but I'm just not going to buy it at full price.
