And when the place burns down, where will the checklists be ? Burned to a crisp, along with the staff training and maintenance records.

But it wouldn't burn down if the checks had been done, would it? She was neglectful. I've worked under managers like that and they're useless. Not only do they put residents' lives at risk but also the jobs and security of those who work with them. Besides which, how is her doing out of hours work stopping her from making the home safe for residents?

Well, the fact that the organisation had identified that she had not recorded checks (which I suspects translates as "says she hadn't written it down but possibly hadn't actually done them") means that they were checking and not simply filing stuff. So, somebody was doing their job.
