It is always difficult to quote and measure internet speeds because providers offer a service of upto x-speed; however, a service will measure that level because the way connections and internet works.
For exmaple, if one is getting a service of 8Mb, they may only get 2Mb at the best of times and in busy periods, maybe even half that.

When I read the title of this thread, I was hoping it had to do with complaints from their users about how they continuously bring out these traffic shaping times yet continue to advertise it as unlimited as they aren't stopping you using the net, just reducing it by 75% for 5hrs at a time. It was bad when they did it from 4pm to 9pm, but now they are doing it from 10am-3pm, and I hear they are also doing some trials for late nights/early mornings - afterall a lot of UK users of virgin tends to be on during these time, right?..

They are even worse then mobile traffic providers, who advertise unlimited calls/texts/etc and then have a fair-use-policy in place.
