Well it's certainly a ....different point of view to the norm - not one I've heard before and I'm probably unlikely to in the future!

IMHO it is totally the parent's fault - legally and ethically. A 3 year old child doesn't have the rational thought process to fully understand the consequences of their actions and as such is entirely dependent on the parents to act in their interests.

Since 3 year olds don't go shopping for food themselves (and really shouldn't ever be out of an adults sight), that means that it's the very adults that are supposed to be caring for them that are providing them with food.

The chances are that you understood being greedy at an early age because you were taught it by your parents. What if instead, you have been left in the corner to a bag of sweets every day because it kept you happy / quiet?
