Councils generally lower certificates rather than raise them and they won't want to be seen wasting public money on re-censoring old flicks. ITV will never cut "Bond, James Bond" from Dr No because he's lighting a cigarette and the DVD reguarly sells thousands in reissues and box sets. Forest is right (for once).
