If we take F1 laws, LH was in the wrong and should be given a time-penalty; although, he did let Kimi regain his position. However, the law does not state what happens if the drive is allowed to regain his position, because whatever happens a time penalty will be given and the driver punished.
The issue may be whether LH gave Kimi enough time; again, it is difficult to say what is enough time and did Kimi really regain his advantage. We do really need a proper answer from the stewards - was the penalty because what happened and or because LH did not give Kimi enough time?
