I'm never really sure whether saying something is 'genetic' makes people feel better or worse about a problem. I suppose the main point is that, should it be the case, different treatments might be available.
The idea of a partner holding a stop watch to time the guy is mildly amusing.

I'll try and track down more details of this study, but my hunch is it'll be a drug company funded one (the journal this research is published in has close links with the industry).
Erectile dysfunction has created a million dollar market for the pharmaceutical industry with sales of ED drugs. Clearly if PE can be suggested to have a 'genetic' or purely 'physiological' cause then men who come too quickly will be able to be sold/given medication.
There are lots of companies trying to develop drugs for this purpose at this time.
Most of the evidence suggests that, unlike ED, the cause of PE is much more likely to have a psychological component, and treatment of ED with meds alone hasn't always proven all that successful since you can't separate out the physical and the psychological.
It's a very small scale study (which again seems to be a hallmark of this journal) so I'd treat it as more of a pilot study making a suggestion about male sexual dysfunction rather than 'proof' that PE has a genetic component.
I'd want to know what the impact of being in such a study was on participants. It's easy to laugh at a partner timing you with a stopwatch but PE is a highly distressing condition and I can only imagine being timed in this way didn't do much to help men's self esteem, confidence or positive views about their sex lives.
