what a joke - why dont we just get tough on criminals instead of all these hairbrain schemes? Chop their hands off like they do in certain muslim countries - bet their crime rate is much better than ours? oh but we cant because of all these human rights activists - ARSEHOLES the lot of them- what about the rights of the 99% of good law abiding citizens?

You just have to laugh. Punish a mugger by issuing them a fine. I wonder where the cash to pay the fine will come from hmmm?
I prefer the way it's handled in Scotland. They are arrested and a report is sent to the Procurator Fiscal who then decided which action can be taken. The 3 main decisions are: Proceed to court, No further action, or the offer of a Fiscal Fine.
The Fiscal Fine is offered when there is enough evidence to secure a conviction but would be a waste of public resources to go to court.
