About time too. Here's hoping it turns into some concrete action

I am all for the emissions caps that are being proposed. The real issue that your average voter in the US will have is that deterrent taxes and other "penalties" for fuel consumption/emission control are just not part of the American vernacular.
The unfettered, and often presumed to be "God-Given" right-to-roam is part of the psyche- and it will take a long time to change that. Be prepared for a foray of Constitutional questions- and lawsuits.
Another issue to consider here is that as other countries begin to recognise the importance of curtailing emissions- China is fast becoming the largest fossil fuel consumer in the world.
